Games : How to write a specific OpenGL shaders mod for Minecraft 1.8.1 on Windows 8 with Intel HD Graphics [on hold]

Basically what I'm looking to do, is to create a Shaders mod that is optimized for my machine. I realize that there is alot of moving parts and this should probably be narrowed down for easier answering. However, the mods that incorporate GLSL Shaders do so by pairing them (usually) with ForgeLoader or the like are super complicated and I don't own them. I don't want to have to port it in using those methods.

Intel HD Graphics aren't the best graphics cards out there and I know it'd be easier to get a beefier rig. I'm crazy and love to get intimate with the things I'm passionate about and if it's difficult then I'm all for it. I just need to know where I need to start, the major components involved in order to be successful and constructive criticism.

Nothing is impossible and this could be a great insight on how to go about optimizing the shaders mod for friends and hopefully everyone else! Shaders don't have to be insanely fancy, but a neater, smoother look will improve anyone's experience. I eventually want to provide anyone with the chance to experience the awesome dynamic that Shaders can add to this wonderful game.
