Games : Is taking cover important to Scoundrels and Operatives?

I know that to Snipers and Gunslingers, taking cover is extremely important. But, to the other halves of the Agent and Smuggler, Scoundrel and Operative, do they need to use it to be effective?

I have only played as Sniper/Gunslinger, and never as the other types.
