Games : On my Minecraft Bukkit 1.7.10 Server Items Wont Drop

So basically I have created a Bukkit Server and Ive only just noticed that you cant drop items or they dont drop when you break them in survival... I have doTileDrops enabled and all the right gamerules, Does anyone know if there is a plugin I either need to change or install?
