Games : How does one install a game off Steam from England?

I have a friend that lives in England that's trying to install a free to play game off Steam. No purchase needed to download and install. But the EU servers for the game closed down some years ago so the only way he can get a copy is off the main website, which again the download is free. From my understanding, he has an issue where I believe while the launcher is trying to patch the updates and everything, it fails so he doesn't actually get to fully install and play the game with the rest of us. Is there a way for him to bypass the restrictions on Steam that will allow him to install the game that way? I don't believe it shows up on his list of games to install because of the servers being down and EU players having to go to the website to get it.
