Games : Can someone explain about proc chance in bit Dungeon II?

1) Does 80 Crit equals to 80% chance to deliver critical hit? If I have 100 Crit and 40 Life Steal, does that mean the latter effect will never be triggered?

2) I have 40 Life Steal and it obviously proc less than 40% of the time (I'm using normal attack). So how much chance does it represent?
